Students, parents, civil rights organizations, and administrators often complain about it — either Title IX doesn't go far enough or it's an example of regulatory overreach. What is Title IX? How did it come to govern campus sexual harassment? What do the new regulations released by the Department of Education mean for Title IX administrators and students, both the accused and accusers of Title IX violations?
