What, If Anything, To Do About Tenure?

In today's Pope Center piece, Texas A&M economics professor Steve Pejovich considers tenure. He isn't for it and he isn't against it. Rather, he argues that decsions about it should be left to "bottom-up" processes rather than imposed from the top.
